With a recent multi-million dollar commitment to the development of renewable energy, this country which provides a large quantity of the world’s oil is poised to be a leader in renewable energy sources.

1 ) General Electric. In 2008, GE donated more than $50 million to the Masdar Cleantech fund to assist in established a center for clean energy technology in Abu Dhabi. The money is to be used through the Masdar Initiative, which is the umbrella group for all the current cleantech projects.

2 ) Masdar Initiative. One of Abu Dhabi’s largest cleantech programs is the Masdar Initiative. This company is dedicated to the development, commercialization, and deployment of clean technologies and renewable energy solutions. Masdar works alongside other global institutions to create new technologies that will increase renewable energy technologies. Its biggest project to date has been Masdar City. It was a city created by the Crown Prince of Abu Dhabi who wanted to create a viable response for a sustainable future. The city is currently becoming the global hub for clean technology and renewable energy. It is a city where global businesses can showcase, market, fund, research, develop, test, and implement their new technologies. The entire city is also powered through renewable energy and leaves no fossil fuel foot print. It has become the world’s most sustainable urban development.

3 ) Zayed Future Energy Prize. Abu Dhabi aims to inspire innovation as well as the development of solutions to assist with locating sustainable energy alternatives. The Zayad Future Energy Prize recognizes those governments, companies, institutions, NGOs, and even individuals who have developed and implemented sustainable energy solutions. It is a $1.5 million prize to assist in the acceleration of the idea.

4 ) Masdar Institute of Science and Technology. One of the most important things to the Abu Dhabi cleantech program is to foster research and development for the future. Opened in 2009, the Masdar Institute of Science and Technology offers a host of MSc and PhD programs that focus on sustainable technologies and renewable energies. This institute was created in cooperation of the United States Massachusetts Institute of Technology, MIT. Masdar Institute is to be the heart of the Masdar City research and development community. Researchers and students will be focused on collaborating on modern technological solutions for the challenges faced by the global community in regards to sustainability and renewable energy.

5 ) International Renewable Energy Agency. Located in Abu Dhabi is the International Renewable Energy Agency, or IRENA, for short. It was established in 2009 and currently has 148 member states. IRENA’s mission is to promote increased adoption of renewable and sustainable energy sources. IRENA is involved in the facilitation of all information regarding relevant renewable strategy techniques, as well as lessons to be learned, policy frameworks, and energy efficiency measures. IRENA maintains that renewable energy is a major solution the world’s current and future energy challenges. IRENA creates comprehensive solutions to problems, such as insufficient renewable energy awareness, technical barriers, insufficient funding for renewable energy projected, and lengthy permitting procedures.

6 ) World Future Energy Summit. Held every year in Abu Dhabi is the World Future Energy Summit. The summit provides an important platform needed to address the current and urgent global need to locate viable energy solutions that are not only secure, but sustainable as well. Policy makers, researchers, specialists, scientists, investors, and political leaders show up for this summit under the belief that an interdisciplinary approach to this challenge is the effective route to take. At the summit, there is the World Future Energy Exhibition, which looks a advanced renewable energy sources, and the World Future Environment Exhibition, which pays special focus to waste, water, and air management solutions and technologies.

7 ) TAQA. In 2005, TAQA was founded with the goal of becoming a leader on the global energy sector platform. Through innovation, integrity, teamwork, and performance, TAQA looks to be one of the premier energy companies. They provide companies on an international level with valuable information they can use to learn how to conserve energy. In the Netherlands, for example, TAQA assists with CO2 storage and energy conservation.

8 ) Abu Dhabi Recycling Initiative. The residents of Abu Dhabi generate more than one and a half kilograms of waste per day. In one year alone, Abu Dhabi will make more than five million tonnes of waste. Abu Dhabi ranks high among the list of cities generating the most amount of waste. To lower these numbers, the Center of Waste Management created an incentive program to be given to Abu Dhabi residents who join the comprehensive recycling scheme. The scheme involves the handing out of two different garbage bins, one for recyclables and one for waste. This is the first eco-friendly recycling program to be launched in Abu Dhabi.

9 ) Intelligent Transportation System. There are many cars on the road in Abu Dhabi and because of this; they have been looking at viable ways to reduce their greenhouse gas emissions. Through the use of the Intelligent Transportation System, or ITS, the Department of Transport is hoping to lower their greenhouse emissions. ITS provides information on road congestion, highway advisories, and detour points. The thought is that by allowing individuals access to information about what are the quickest roads to take, the less they will be driving, and the less greenhouse gases to be emitted from the vehicle.

10 ) World’s Largest Solar Power Plant. Abu Dhabi’s Masdar company, along with Total and Abengoa Solar in Europe, are spending more than $600 million on a solar power plant that will put a dent in Abu Dhabi’s every growing energy needs. With this one being made, the expectation is that it will lead to the creation of more. The solar power plant will provide energy to the UAE’s national grid but will be supplied to Abu Dhabi in an effort to cut continually growing energy costs.

By any measure, the Clean Air Act has been a successful investment. Last year alone, Clean Air Act regulations prevented approximately 160,000 premature deaths, 130,000 heart attacks, and 1.7 million asthma attacks, delivering roughly $30 in benefits for every dollar spent. These health gains have directly boosted our productivity. In 2010, Americans avoided an estimated 13 million lost work days and 3 million lost school days thanks to Clean Air Act standards. Finally, the Act has been a catalyst for innovation, making the U.S. a world leader in advanced pollution controls and clean technologies. U.S. exports from the environmental technology industry in 2008 were over $43 billion.

Today, even as Americans use more electricity and drive more miles, local air pollution has fallen thanks to the Clean Air Act. But many large sources of pollution remain unaddressed and our families bear the costs of this pollution every day. The Administration is taking a number of important steps to meet our national commitment to clean air and reduce the dangers associated with air pollution that continues to impact the health of our communities, particularly our most vulnerable populations, including children and seniors.

For example, these communities would benefit from new rules for power plants that will set first-ever national limits for mercury, arsenic and other toxic chemicals and slash emissions of soot and smog that pollute the air we breathe. While most of the country’s power plants have already installed readily available pollution controls, others, including many plants older than the Clean Air Act itself, continue to operate without modern controls. These long-awaited public health standards will also finally provide a more level playing field for companies, enable investments that are currently on hold, and create jobs building, installing and operating pollution control equipment and new clean sources of electricity.

However, these vital public health standards, overdue by more than a decade and required by court orders, would be blocked and delayed indefinitely by a bill that recently passed the House of Representatives, the TRAIN Act. The costs of this bill would be massive. Each year of delay imposed by this bill would lead to tens of thousands of premature deaths, tens of thousands of heart attacks, thousands of hospital visits for respiratory and cardiovascular disease, and hundreds of thousands of childhood asthma attacks and other respiratory illnesses that would otherwise be avoided by commonsense public health standards.

This is just the first in a line of bills attacking core public health protections of the Clean Air Act, as some politicians try to use the economic crisis to push an extreme agenda. It’s time for leaders in Congress to stand-up for the health of our families and communities by rejecting measures that would dismantle the fundamental protections that are needed to keep our country healthy, strong, and prosperous for decades to come.

White House Council on Environmental Quality Chair Nancy Sutley visited Los Angeles to discuss the Obama Administration's commitment to harnessing clean energy opportunities to create American jobs on Friday, July 22. She met with business leaders, city officials and top educators from UCLA and other institutions for a lunch and tour of the new LA Cleantech Incubator (LACI), at the future site of LA Cleantech Corridor. It was a wonderful opportunity for us to connect with Chair Sutley, for her to hear from the founding members of LACI personally about our work.

Years in the making, Los Angeles has launched its new cleantech business incubator to accelerate development of startups focused on sustainable solutions that can create both efficient clean technologies and green jobs. The incubator offers flexible ready-to-go office space, lab facilities, and a supportive environment where startup teams can share ideas with other entrepreneurs and fuel innovation. LACI also gives each startup the chance to work with a dedicated mentor, as well as access to a growing network of cleantech and business experts and introductions to prospective investors. LACI is the business equivalent of baseball’s farm system: it identifies local talent, nurtures it, and helps it get to market, resulting in more jobs and a bigger green economy in Los Angeles and beyond.

LACI is a non-profit organization funded by the CRA/LA and the DWP for the City of Los Angeles. In partnership with the City's exceptional educational and research organizations – UCLA, USC, Caltech and Jet Propulsion Laboratory – LACI will help accelerate the commercialization of clean technologies in addition to championing and nurturing the growth of local entrepreneurs who can effectively take on the many challenges we face in creating a more sustainable society. LACI is a result of the CleanTech Los Angeles (CTLA) alliance, which includes the Mayor's office, the City's universities, the Los Angeles County Economic Development Corporation, the Los Angeles Business Council, the Los Angeles Area Chamber of Commerce, LADWP and the CRA/LA.

Los Angeles is committed to leading the charge toward a new green economy, and it is our mission to support that growth and be a central resource for the cleantech sector. LA is currently the largest market for electric vehicles and solar installations. Moreover, with state and city policies supporting this transformation, Los Angeles will create thousands of local family-supporting jobs in green sectors in the years to come.

LACI offers its portfolio companies three game-changing services: (1) Fully built-out, furnished, and equipped office/lab space at flexible terms; (2) CEO coaching and mentoring from highly accomplished, senior advisors who have built "been there, done that"; (3) Access to our growing network within the city and greater business community for introductions to customers, financing and expertise.

Statement of Support from Alexandra Paxton, Project Manager, Downtown Region, Community Redevelopment Agency of the City of Los Angeles:

It was very gratifying to have Chair Nancy Sutley visit LA's new Cleantech Incubator on the eve of its launch, as she had been part of the original vision of making Los Angeles a capital for cleantech back when she was our Deputy Mayor for the Environment. As a redevelopment agency, our vision is that the young companies fostered here will move into the surrounding industrial area, revitalizing the district as a place to live, work, innovate, and manufacture. In this way, partnering with education and workforce development, we will be able to build opportunities and jobs for the people who live in our communities, as well as solve our environmental problems. Ambitious? Yes. Achievable? Absolutely!

In a study of how 60 “inherently recyclable” metals are collected, processed and re-used, the report by the UN Environmental Programme found that 34 metals are recycled at a rate of less than 1 percent. Many of those metals are critical in the development of clean technologies, from the batteries that power hybrid vehicles to the magnets used in wind turbines.

The report warned that the industry runs the risk of running into a shortage of some specialty metals, like tellurium and selenium, which are used for high efficiency solar cells.

“In spite of significant efforts in a number of countries and regions, many metal recycling rates are discouragingly low, and a ‘recycling society’ appears no more than a distant hope,” the report says.

The report urges improved product design that makes recycling easier; better waste management and recycling systems; and finding ways to discourage the developed world from putting unused, recyclable products in closets and drawers or into landfills.

The report says that China is currently investing $65 billion a year in clean tech, with renewable energy spending growing at 77 percent a year since 2008. The U.S. spends $45 billion a year on clean technologies, with those investments growing by 28 percent a year since 2008.

But Denmark, which spends $9.4 billion a year on renewable energy and energy efficiency, is the world leader when clean-tech investment is taken as a percentage of gross domestic product; Denmark’s clean-tech investments equal 3.1 percent of GDP.

Using that measure, China ranks second, spending 1.4 percent of GDP on clean tech. The U.S. ranks 17th, with clean-tech investments accounting for 0.3 percent of GDP, according to the report, which gathered data on 38 countries.

Measuring clean-tech spending as a percentage of GDP, the remaining countries in the top five are Germany, Brazil, and Denmark.

TransData owns U.S. Patents Nos. 6,181,294 (’294 Patent), 6,462,713 (’713 Patent) and 6,903,699 (’699 Patent), which relate to antenna and wireless communication devices for use with electric meters.

Last month TransData sued CoServ, a Texas utility, for infringement of the ’294, ’713 and ’699 Patents. According to the complaint (TransData-Complaint), filed in federal court in Tyler, Texas, CoServ is infringing these patents by using and selling the Landis+Gyr Focus AX electric meter.

The ’294, ’713 and ’699 Patents are related patents which trace back to an original 1998 filing date. They describe early solutions for wireless transmission of electrical consumption data.

In particular, the patents are directed to electric meters (100) and an antenna (170, 270) for use with the electric meters. The antenna includes antenna elements (172, 174, 272, 274) located within a dielectric housing (120, 220) and a balance circuit (176, 276).

The balance circuit (176, 276) mechanically supports the antenna elements (172, 174, 272, 274) so the antenna elements can cooperate and act as a dipole.

According to the patents’ specification:

The present invention . . . introduces the broad concept of outfitting an electric meter with an internal, wireless communications antenna, allowing the electric meter circuitry within the meter to communicate via a data network wirelessly couplable thereto.

Like the seminal variable speed wind turbine patent involved in the recent GE-Mitsubishi litigation, the patents in this suit are an example of mature clean technologies in the courtroom.

Apparently, it just comes natural.

In the past we’ve reported about Google’s investment in human-powered transportation and the newest toy on their HQ campus, a prototype wireless electric car charger. And although they like to play with and invest in cutting edge clean technologies, it’s harder to determine the search giant’s level of commitment to sustainability behind the scenes.

When asked about institutional barriers to sustainability at a recent Climate One at The Commonwealth Club meeting, Google’s Energy Czar William Weihl said that for his company, most energy efficiency efforts are “a no-brainer.” So why aren’t more companies following Google’s example?

Rob Bernard, Chief Environmental Strategist at Microsoft, believes the problem is governance and behavior versus technology.

But first, some background.

Last year, when I became aware during the run up to the Copenhagen meeting that intellectual property rights were being debated, the first question that popped into my mind was: why are IP rights even on the agenda in the climate change treaty discussions?

To me, IP seemed tangential at best to the problems of shaping policies to mitigate climate change, taking a back seat to a maximum temperature rise target, greenhouse gas emissions targets, carbon taxes, cap and trade, etc.

Turns out neither the original UNFCCC treaty nor the current Kyoto Protocol expressly mentions intellectual property. However, the treaty text contains the following reference to technology transfer and access:

Parties “shall take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of, or access to, environmentally sound technologies and know-how to other Parties, particularly developing country Parties . . .”

This passage, at Article 4, paragraph 5 of the UNFCCC treaty, establishes an obligation on the part of the signatories to ensure that developing countries have access to clean technologies. As part of the implementation of this provision, the UNFCCC has encouraged developing country parties to undertake technology needs assessments, and in particular, to “identify the barriers to technology transfer and measures to address these barriers . . .”

Over the years, various meetings of the parties to the treaty produced additional statements, goals, and actions, which consistently framed the debate about how best to mitigate climate change in terms of barriers and obstacles to technology transfer.

The Bali Action Plan of 2007 is a notable example. The Bali plan directed the parties to consider ways to accelerate transfer of clean technologies. One express element of such transfer was the “removal of obstacles to . . . scaling up the development and transfer of technology to developing country Parties in order to promote access to affordable environmentally sound technologies . . .”

This barrier argument gained momentum and clarity in the run up to the Copenhagen meeting in December 2009 as the UN and developing country parties focused on IP rights as the chief barrier to the clean tech transfer. As the preparations for Copenhagen heated up over the course of 2009, proposals were continually put forth to weaken or even eliminate patent rights in clean technologies.

In May 2009, the UNFCCC Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) published its proposed negotiating text that would serve as the foundation document for developing the next round of treaty discussions to replace the Kyoto Protocol after 2012. The AWG-LCA’s text included proposals to weaken or evade patent rights such as compulsory licensing of clean technologies, preferential pricing for such technologies, exempting certain countries from patent protection, and pooling or sharing of publicly funded clean technologies.

The developing country parties followed suit in their proposed negotiating texts, which contained more extreme measures, such as the following:

mandatorily exclude from patenting climate-friendly technologies held by developed country parties (proposed by the G77 + China)

revoke in developing countries all existing patents on “essential/urgent environmentally sound technologies” (proposed by Bolivia)

guarantee access to IP on royalty-free terms for developing countries (proposed by the Philippines)

Proposals such as these perpetuated the notion that IP serves as a barrier to transfer of clean technologies to developing countries (though there is evidence to the contrary, which I’ve discussed here and here).

Despite this push to weaken or eliminate IP rights, the deal signed at Copenhagen made no mention of IP. The only piece of the Copenhagen Accord relating to technology transfer was a vague commitment to establish a “Technology Mechanism” in order to “accelerate technology development and transfer in support of action on adaptation and mitigation.”

Now, back to Cancun. An Intellectual Property Watch article noted that IP rights were being discussed in the run up to Cancun, and that the references to IP rights in the official negotiating text for the meeting appeared mostly in brackets to reflect the disagreement by the parties over these provisions.

This bracketed material included Point 13 of Chapter IV, entitled “Intellectual Property Rights,” which proposed a list of measures “to remove barriers to the development and transfer of technologies arising from intellectual property rights protection.” These included creating a global IP rights pool for climate change, sharing publicly funded technologies, excluding clean technologies from IP protections, and revoking IP protections on clean technologies.

As in Copenhagen, the agreement that came out of Cancun contained no reference to IP. Section IV.B on technology development and transfer fleshed out the objectives, functions and structure of the Technology Mechanism.

Fortunately, the Cancun Accord did not mention any specific IP-related proposals.

In view of the continuing rhetoric about IP rights as a barrier to clean tech transfer and the repeated calls for weakening or eliminating clean tech IP rights, a climate change agreement that ignores IP is good news for green patents.

Recent loans for coal-fired power plants is evidence to the fact that the World Bank is still in the business of loaning money for massive construction projects with the most favorable cost-benefit ratio — with benefits measured almost entirely in terms of economic benefits.

“[The World Bank] is constantly stalling on one very important policy: calculating the greenhouse-gas emissions produced by its own projects,” said Janet Redman, co-director of the Sustainable Energy and Economy Network at the Institute for Policy Studies. “In its actions, the World Bank has deviated from its rhetoric,” Redman said.

World Bank loans for fossil fuel projects topped $6.3 billion in the fiscal year ending in June, $4.4 billion of which was for the construction of new coal-fired power plants, according to the Bank Information Center, a Washington-based watchdog group.

One project in particular, the 4,800-megawatt Medupi Station in South Africa and will emit about 26 million tons of carbon dioxide annually until roughly 2050. Together with another World Bank project, India’s Tata Ultra Mega plant, set to go online in 2012, the two projects will emit 50 million tons of carbon dioxide annually — roughly equivalent to the carbon emissions of the country of Ireland.

But World Bank officials say 2010 was an unusual year for the bank in terms of loans for fossil fuel projects because in previous years, spending for renewables had outpaced traditional coal-fired generation.

And heavy criticism for the $3.75 billion loan for the South African Medupi Station — criticism that included a protest from the United States, Britain, the Netherlands and Italy in the form of abstaining to vote on the approval of the loan — has led the World Bank to take steps to present the institution as pro-renewables, including the hiring of an internationally-renowned clean energy expert to help shape strategy.

In September, the World Bank announced that Daniel Kammen of the University of California, Berkeley would be the bank’s first chief technical specialist for renewable energy and energy efficiency. Kammen is as serious as anyone about developing clean technologies of the future, but he’s also a pragmatist.

Kammen says project worthiness should not be measured by carbon emissions alone and that a broad World Bank energy lending portfolio would likely include fossil fuels for the immediate future. “No institution should be fixated on a single metric,” Prof. Kammen recently told The New York Times. “Things that are expensive from a carbon point of view might have a very high social value,” he said.

But a recent internal audit by the Independent Evaluation Group says the World Bank is not sufficiently weighing the long term impacts of energy projects.

The World Bank “and the world at large need to learn faster what works and what doesn’t and focus on results, not just dollars committed,” Kenneth Chomitz, the report’s author, said in a press release.

The independent evaluation recommended the bank help clients “find domestically preferable alternatives to coal power,” saying coal “should be a last resort.”

The bank is currently conducting an energy strategy review in 2010 in hopes of reconciling its mandate of alleviating poverty with the problems and environmental costs associated with traditional coal-fired power projects.

As that process goes forward, World Bank officials say there are currently no plans on the books to finance a new coal-fired power plant.

If, like me, you’re a fan of the original Wall Street movie, you probably approached Money Never Sleeps with at least a degree of skepticism. Yet the film debuted at #1 over the weekend, grossing more than $19 million. Regardless of your take on the flick’s quality, its context within the current social and economic climate is fitting – enhancing the public appeal.

The first Wall Street movie concluded with protagonist, Gordon Gekko, going to jail for spearheading insider trading schemes. Gekko’s notorious proclamation that “Greed is Good” became a mantra in business circles, and lightning rod for critics of capitalism run amok. In today’s post-subprime mortgage era, financial rules have been reset and many suggest the arrival of a humbler and more sustainable “New Normal.” Deservingly, greed without guidelines has been thrown under the bus.

Money Never Sleeps begins with Gekko emerging from the slammer, repentant and eager to share his newfound wisdom. He encounters a young, ambitious trader – the kind Gekko used to chew up and spit out – and the two develop a working relationship. Much of the rest of the movie is typical Hollywood fare: good, evil, revenge, love, loss and triumph. But one underlying detail signals the Wall Street of 2010, rather than 1987, when the first Wall Street film was released and green finance was barely on the mainstream radar. Gekko’s new confidant, Jake Moore, has a penchant for investing in renewable energy. This subplot is a sign of the times, as global clean tech venture investment for the 1st half of 2010 reached a record high of $4.04 billion.

From Wall Street the movie to Wall Street the institution, the Green Wave is amplifying. We observe greening in almost every facet of society: the advancement of clean technologies, the evolution of recycling, the proliferation of alternative energy, the maturity of socially responsible investing, the emergence of sustainable apparel and the growth of organic foods. If consumers demand it, and governments facilitate it, then investors will fund it, and businesses will provide it.

As an ode to the enlightened Gordon Gekko and, more importantly, a call to action for all the real Gordon Gekkos that make our world turn, I offer the following contemporary twist on his most famous words:

The point is, ladies and gentleman, that Green, for lack of a better word, is good. Green is right, Green works. Green clarifies, cuts through, and captures the essence of the evolutionary spirit. Green, in all of its forms; Green for life, for money, for love, knowledge, has marked the upward surge of mankind. And Green, you mark my words, will save that malfunctioning corporation called The World. Thank you very much.

- Green Gordon Gekko
