<p>By any measure, the Clean Air Act has been a successful investment.   Last year alone, Clean Air Act regulations prevented approximately  160,000 premature deaths, 130,000 heart attacks, and 1.7 million asthma  attacks, delivering roughly $30 in benefits for every dollar spent.   These health gains have directly boosted our productivity.  In 2010,  Americans avoided an estimated 13 million lost work days and 3 million  lost school days thanks to Clean Air Act standards.  Finally, the Act  has been a catalyst for innovation, making the U.S. a world leader in  advanced <a title="Pollution" href="http://blog.cleantechies.com/category/environment/  pollution/ ">pollution</a> controls and clean technologies.  U.S. exports from  the environmental technology industry in 2008 were over $43 billion.</p>
<p>Today, even as Americans use more electricity and drive more miles,  local air pollution has fallen thanks to the Clean Air Act.  But many  large sources of pollution remain unaddressed and our families bear the  costs of this pollution every day.  The Administration is taking a  number of important steps to meet our national commitment to clean air  and reduce the dangers associated with air pollution that continues to  impact the health of our communities, particularly our most vulnerable  populations, including children and seniors.</p>
<p>For example, these communities would benefit from new rules for power  plants that will set first-ever national limits for mercury, arsenic and  other toxic chemicals and slash emissions of soot and smog that pollute  the air we breathe.  While most of the country&#8217;s power plants have  already installed readily available pollution controls, others,  including many plants older than the Clean Air Act itself, continue to  operate without modern controls.  These long-awaited public health  standards will also finally provide a more level playing field for  companies, enable investments that are currently on hold, and create  jobs building, installing and operating pollution control equipment and  new clean sources of electricity.</p>
<p>However, these vital public health standards, overdue by more than a  decade and required by court orders, would be blocked and delayed  indefinitely by a bill that recently passed the House of  Representatives, the TRAIN Act.  The costs of this bill would be  massive.  Each year of delay imposed by this bill would lead to tens of  thousands of premature deaths, tens of thousands of heart attacks,  thousands of hospital visits for respiratory and cardiovascular disease,  and hundreds of thousands of childhood asthma attacks and other  respiratory illnesses that would otherwise be avoided by commonsense  public health standards.</p>
<p>This is just the first in a line of bills attacking core public health  protections of the Clean Air Act, as some politicians try to use the  economic crisis to push an extreme agenda.  It&#8217;s time for leaders in  Congress to stand-up for the health of our families and communities by  rejecting measures that would dismantle the fundamental protections that  are needed to keep our country healthy, strong, and prosperous for  decades to come.</p>

<p>The federal agency,  which is looking to add the chemical to its list of &#8220;chemicals of  concern,&#8221; will begin measuring levels of the chemical in drinking water  and ground water supplies. More than one million pounds of <a href="http://blog.cleantechies.com/2009/11/14/pervasive-plastics-u-s-needs-tighter-controls/">BPA are  released into the environment</a> annually, EPA officials say.</p>
<p>While studies  have shown that the chemical disrupts development in animals, that link  has not been confirmed for humans.<span id="more-11346"></span>But <a href="http://www.e360.yale.edu/content/feature.msp?id=2209" target="_blank">scientists and advocates have urged closer scrutiny of  BPA</a>, which is the primary component of hard and clear polycarbonate <a href="http://blog.cleantechies.com/2010/02/26/molding-a-future-for-algae-based-plastic/"> plastics</a> — including <a href="http://blog.cleantechies.com/2010/03/19/new-water-bottles-plants/">water bottles</a>, baby bottles, and the linings of  canned foods.</p>
<p>In January, the U.S. Food and Drug Administration  expressed &#8220;some concern&#8221; about the effects of BPA on children and  infants and will spend $30 million to examine BPA safety over the next  two years.</p>

<p>Finding the information you were looking  for <a href="http://blog.cleantechies.com/2009/11/14/pervasive-plastics-u-s-needs-tighter-controls/">was not always easy</a>, and not always free.  Now things are getting a  little easier, and more information is obtainable for free.</p>
<p>The U.S. Environmental Protection Agency announced that it is providing Web access, free of charge, to the <a href="http://www.epa.gov/lawsregs/laws/tsca.html">Toxic  Substances Control Act</a> (TSCA) Chemical Substance Inventory. This  inventory contains a consolidated list of thousands of industrial  chemicals maintained by the agency.<span id="more-11048"></span></p>
<p>The EPA is also making  this information available on <a href="http://data.gov">Data.gov</a>, a Web site launched to provide  public access to important government information.</p>
<p>&#8220;Increasing  the public&#8217;s access to information on chemicals is one of Administrator  Jackson’s top priorities,&#8221; said Steve Owens, assistant administrator for  EPA&#8217;s Office of Prevention, <a id="KonaLink4" href="http://www.enn.com/pollution/article/41105#" target="undefined"><span style="color: blue;">Pesticides</span></a> and Toxic  Substances. &#8220;The American people want easily accessible information on  chemicals, and today’s action is part of a series of ongoing steps that  EPA is taking to empower the public with this important information.&#8221;</p>
<p>Until  now, the consolidated public portion of the TSCA Inventory has only  been available by purchase from the National Technical Reports Library  or other databases. By adding the consolidated TSCA Inventory to the  Agency’s website and to Data.gov, EPA is making this information readily  available to the public at no cost.</p>
<p>Currently, there are more  than 84,000 chemicals manufactured, used, or imported in the United States listed  on the TSCA Inventory. However, EPA is unable to publicly identify  nearly 17,000 of these chemicals because the chemicals have been claimed  as confidential business information under TSCA by the manufacturers.</p>
<p>Under Administrator Lisa Jackson, the EPA has already begun a series of  steps  to provide greater transparency on chemical risk information, including  an announcement in January that signaled the agency&#8217;s intent to reduce a  certain type of confidentiality claim, or Confidential Business  Information claim, on the identity of chemicals.</p>
<p>In the  coming months, the EPA will take further steps to increase transparency and  make more information available to the public, including adding TSCA  facility information, and the list of chemicals manufactured to the  Facility Registry System. The FRS is an integrated database that  provides the public with easier access to EPA’s environmental  information and better tools for cross-media environmental analysis.</p>
<p>The  addition of TSCA facility and chemical databases to FRS will provide  the public with information on the facilities in their communities using  industrial chemicals.</p>

The report summarizes the science and the impacts of climate change on the United States, now and in the future. It focuses on climate change impacts in different regions of the US and on various aspects of society and the economy such as energy, water, agriculture<a id="KonaLink0" class="kLink" style="text-decoration: underline ! important; position: static;" href="http://www.enn.com/ecosystems/article/40079#" target="undefined"></a>, and health. The report is the work of 12 federal agencies including the EPA, DOD, DOC, NASA, and others. It’s written in plain language, with the goal of better informing public and private decision making at all levels.</p>
<p>The Key Findings of the report are:</p>
<p><span id="more-4717"></span><strong>1. <a id="KonaLink2" class="kLink" style="text-decoration: underline ! important; position: static;" href="http://www.enn.com/ecosystems/article/40079#" target="undefined"></a>Global warming is unequivocal and primarily human-induced.</strong><br />
Global temperature has increased over the past 50 years. This observed increase is due primarily to human-induced emissions of heat-trapping gases.</p>

<p><strong>2. Climate changes are underway in the United States and are projected to grow.</strong><br />
Climate-related changes are already observed in the United States and its coastal waters. These include increases in heavy downpours, rising temperature and sea level, rapidly retreating glaciers, thawing permafrost, lengthening growing seasons, lengthening ice-free seasons in the ocean and on lakes and rivers, earlier snowmelt, and alterations in river flows. These changes are projected to grow.</p>
<p><strong>3. Widespread climate-related impacts are occurring now and are expected to increase.</strong><br />
Climate changes are already affecting water, energy, transportation, agriculture, ecosystems, and health. These impacts are different from region to region and will grow under projected climate change.</p>
<p><strong>4. Climate change will stress water resources. <a id="KonaLink3" class="kLink" style="text-decoration: underline ! important; position: static;" href="http://www.enn.com/ecosystems/article/40079#" target="undefined"></a></strong><br />
Water is an issue in every region, but the nature of the potential impacts varies. Drought, related to reduced precipitation, increased evaporation, and increased water loss from plants, is an important issue in many regions, especially in the West. Floods and water quality problems are likely to be amplified by climate change in most regions. Declines in mountain snowpack are important in the West and Alaska where snowpack provides vital natural water storage.</p>
<p><strong>5. Crop and livestock production will be increasingly challenged.</strong><br />
Agriculture is considered one of the sectors most adaptable to changes in climate. However, increased heat, pests, water stress, diseases, and weather extremes will pose adaptation challenges for crop and livestock production.</p>
<p><strong>6. Coastal areas are at increasing risk from sea-level rise and storm surge.</strong><br />
Sea-level rise and storm surge place many U.S. coastal areas at increasing risk of erosion and flooding, especially along the Atlantic and Gulf Coasts, Pacific Islands, and parts of Alaska. Energy and transportation infrastructure and other property in coastal areas are very likely to be adversely affected.</p>
<p><strong>7. Threats to human health will increase.</strong><br />
Health impacts of climate change are related to heat stress, waterborne diseases, poor air quality<a id="KonaLink4" class="kLink" style="text-decoration: underline ! important; position: static;" href="http://www.enn.com/ecosystems/article/40079#" target="undefined"></a>, extreme weather events, and diseases transmitted by insects and rodents<a id="KonaLink5" class="kLink" style="text-decoration: underline ! important; position: static;" href="http://www.enn.com/ecosystems/article/40079#" target="undefined"></a>. Robust public health infrastructure can reduce the potential for negative impacts.</p>
<p><strong>8. Climate change will interact with many social and environmental<a id="KonaLink6" class="kLink" style="text-decoration: underline ! important; position: static;" href="http://www.enn.com/ecosystems/article/40079#" target="undefined"></a> stresses.</strong><br />
Climate change will combine with pollution, population growth, overuse of resources, urbanization, and other social, economic, and environmental stresses to create larger impacts than from any of these factors alone.</p>
<p><strong>9. Thresholds will be crossed, leading to large changes in climate and ecosystems.</strong><br />
There are a variety of thresholds in the climate system and ecosystems. These thresholds determine, for example, the presence of sea ice and permafrost, and the survival of species, from fish to insect pests, with implications for society. With further climate change, the crossing of additional thresholds is expected.</p>
<p><strong>10. Future climate change and its impacts depend on choices made today.</strong><br />
The amount and rate of future climate change depend primarily on current and future human-caused emissions of heat-trapping gases and airborne particles. Responses involve reducing emissions to limit future warming, and adapting to the changes that are unavoidable.</p>

Most of us will say it matters, a lot, at least in public anyway.  And especially if you are hoping to pay rent or retire one day with a career based around the belief that Amsterdam, New York and Dubai will no longer exist unless we cut greenhouse gases and stop the icecaps from melting. But what has happened now that the earth <a href="http://www.dailytech.com/Temperature+Monitors+Report+Widescale+Global+Cooling/article10866.htm">cooled over the past year</a>?<span> Not to mention former NASA Chief Scientist Dr. Joanne Simpson&#8217;s <a href="http://climatesci.org/2008/02/27/trmm-tropical-rainfall-measuring-mission-data-set-potential-in-climate-controversy-by-joanne-simpson-private-citizen/">claim</a> last year that now that she is &#8220;</span>no longer affiliated with any organization nor receive any funding<span>&#8221; that she can publicly say that she &#8220;remains skeptical.&#8221;  Recently the name was changed from &#8216;global warming&#8217; to &#8216;climate change&#8217; &#8211; what is really going on?  Or does it matter?</span></p>
<p><span id="more-3462"></span>This blog, by the way, is not about proving or disproving global warming, global cooling, or that the earth&#8217;s warming and cooling cycles over the past 6 ice ages really were the fault of mankind.  This is about the fact that it does not matter what is happening with temperatures but that reducing both greenhouse gas emissions and energy use and creating renewable energy makes complete sense even without climate change political debates.</p>
<p>Republican, democrat, socialist or communist, the following 3 ideas f<img class="alignright size-medium wp-image-330" src="http://peytonbowman.net/wp-content/uploads/2009/04/wind-300x300.jpg" alt="wind" width="168" height="168" />or cutting greenhouse gases without relevance to climate change are hard to argue, but if you can I welcome you to comment below:</p>
<ol>
<li> <strong>Releasing black substances that cause cancer into the air in which we breath is not healthy.</strong> As if it weren&#8217;t obvious enough, the <a href="http://news.yahoo.com/s/ap/20090417/ap_on_go_ot/epa_climate">EPA finds greenhouse gases pose a danger to health</a>.  That&#8217;s for any skeptics out there that think that &#8216;the solution to pollution is dilution&#8217; and that puffing on a tailpipe is good for your skin.  No reference to climate change here.</li>
<li><strong>It costs money to put these black cancerous gases into the atmosphere.</strong> It is our extreme use of carbon based fuels, oil and coal, for transportation and electricity that our money is going to instead of being used for health care, education, infrastructure and your dividend payout.  Who can argue that energy efficient policy and using energy efficient products, therefore, reduces the amount of these black gases that enter the atmosphere <em>while</em> basically paying you to do it.  More legitimate reasons with no reference to climate change.</li>
<li><strong>Politically and financially we cannot afford to continue to use finite sources of fossil based fuels, that create greenhouse gases, to power our lives.</strong> Some believe it is the left&#8217;s fear factors that say the earth is run<a href="http://www.energycrisis.co.uk/Campbell/"><img class="alignleft size-medium wp-image-325" src="http://peytonbowman.net/wp-content/uploads/2009/04/receeding-oil-discovery-300x183.gif" alt="receeding-oil-discovery" width="198" height="121" /></a>ning out of oil to push their agenda.  Even if true, definitely not the whole picture by any means.  Briefly, China and India&#8217;s population and <a href="http://www.theoildrum.com/story/2005/12/7/461/35388">need for energy is skyrocketing</a> while oil discovery is steadily declining (left).  Therefore the most simple supply/demand curve from your first economics class will explain what that means for our future cost of energy.  Renewable energy that does not create pollution nor depend on other nation&#8217;s economies <em>and</em> that does not put gases into the air solves more than one problem without the mention of climate change.</li>
</ol>
<p>Simple enough?  So depending on your argument there is a way to curb climate change for some, put money in the pockets of others and finally if neither of those are your flavor, how about not breathing poisonous gases?  By using common sense and not trying to pinpoint who is right and wrong, we can appease the masses in one way or another by decreasing energy use and turning to renewable sources of energy.  If you are able to think of it, what is a way to argue climate change that does not touch on the topics of health, immediate financial benefits or protecting us from the future cost of energy?</p>

<p>Shiga toxin?</p>
<p>Yep, it&#8217;s a gene that can make swimmers sick. And health departments don&#8217;t test for it in places like <a href="http://greatlakesecho.org/2009/04/09/study-lake-less-dangerous-than-believed" target="_blank">Michigan and Pennsylvania</a>. They test for E. coli, an indicator bug that&#8217;s much better known, but isn&#8217;t always harmful. So the beach you visit may be &#8220;clean&#8221; for E. coli, but not shiga toxin. That can keep you up at night, literally (severe gastrointestinal illness).</p>
<p><a href="http://aem.asm.org/cgi/content/abstract/75/2/316" target="_blank">A two-year study by Mercyhurst College</a> says there&#8217;s a need for standardized tests for specific pathogens like shiga toxin to better protect the public.</p>
<p>Talk about a Clean Tech opportunity.</p>
<p><span id="more-3297"></span>This is on top of other studies done in the past. <a href="http://www.epa.gov/waterscience/beaches/faq.html" target="_blank">The U.S. Environmental Protection Agency is pushing tests for another indicator called enterococcus</a>, which allow health departments to get dirty water results in 24 hours instead of 48 hours.</p>
<p>This is just another sign that the water technology field is bubbling with entrepreneurial possibilities, with also include purification and treatment.</p>
<p>A March 2008 Goldman Sachs report sees a $425 billion a year (and growing) global demand for technologies that clean, conserve, recycle, desalinate and pump water, <a href="http://www.jsonline.com/business/29557894.html" target="_blank">according to the Milwaukee Journal Sentinel</a>.</p>
<p>Just outside Milwaukee (Switzerland), there&#8217;s a conference later this month <a href="http://watermeetsmoney.com" target="_blank">on Blue, Green and Gold</a>, The Future of Water, Finance and the Environment.</p>
<p><a href="http://watermeetsmoney.com/schedule" target="_blank">A program for the event</a> says blue is the new green when it comes to technology, and companies are being urged to track their water footprints like they track their carbon footprints.</p>
